Dean has over 35 years of experience in nearly every aspect of the U.S. payment system. His responsibilities have included payment card issuance, stored value card program implementation and management, payment acceptance, customer care center establishment and oversight, CRM system implementation and management, as well as various financial operations, audit, and control functions. Dean’s broad expertise is valued by CEOs across multiple payment-related sectors, including financial services, banking, payment service providers, treasury management service providers, and others.

Professional Background

Dean began his career in banking before transitioning to increasingly senior roles at the largest privately owned department store in the U.S., ultimately serving as Senior Vice President of Financial Services and Chief Compliance Officer. Alongside his corporate responsibilities, Dean held several influential industry positions, including serving on the board of the Merchant Advisory Group (MAG), chairing the National Retail Federation’s Credit Executive Committee, and acting as chair or board member for multiple state retail associations. He has testified before the U.S. House of Representatives, the Senate, and various state legislatures on payments-related issues. Additionally, Dean has served on advisory committees for several payments-related organizations, including Equifax, CardinalCommerce, a cryptocurrency startup, and others. A long-time board member and past chair of Reading Area Community College, and Vice President of the BCTC Education Foundation, Dean is committed to making higher education accessible to all as a cornerstone of workforce development.

Dean has an BA in political science from University of Delaware.

Dean loves to tinker with electrical and mechanical devices and has launched large scale amateur rockets he built to 15,000 feet and to velocities exceeding Mach 1.8.
